What you do is rent two cruise ships to give some relaxation to our American fighting troops and send them on a voyage around the West Indies. America stupidly stopped cruise ship stops into Cuba, but that is no point in this as we are rewarding our troops.
About the time they get off Pine Island, the ship declares and emergency and fortunately 10,000 American troops are evacuated to the island to await to be picked up United States Navy ships.
Fortunately the USS Iwo Jima is close at hand and is able to land shelter, food, equipment, APC’s to attend to the needs of the shipwrecked troops,
Fortunately, landing pads are created for helicopters to bring in more supplies and other goodies for the Cubans on the island, who in the south speak American.
Due to delays and the necessity of supplying these marooned Americans, docks will be built and and for security reasons the Coast Guard will patrol the area to keep Americans safe.
The Cuban Diasporo will arrive for visits to their homeland and that will require the CB’s to build a runway and housing.
With all the budget things going on, it may be sometime before those troops can be evacuated safely. Perhaps when hell freezes over.
I think this might be called the Cuban Government in exile which the United States would recognize, if someone was being enterprizing.
