I personally am no fan of David Cameron in England, because he didn't cut taxes and spending, he instead raised taxes to 20% in a value added tax and then cut spending.

Obama was threatening Republicans in ordering them to raise taxes, and is threatening Americans to pay for his piracy as he is not nor is Pelosi Reid going to allow any cutting.
This has been the plan all along and Obama in arrogance thinks he has won the game and is now Hugo Chavez dictating his reich's ever increasing strangulation on Americans.
There is a little matter even with Marxists on the Courts in that federal law is not the high law of the land, but the high law of the land is the Constitution.
Obama's feint is using the taxation without representation as Americans are represented and are being robbed blind in Obama taxes. America needs to simply not fund Obama's massive spending. A GOP Congress which sets taxes could simply order the executive IRS to only collect taxes at a rate which does not include Obama spending. There does not need to be a law to do this, but simply one House or one Senate not agreeing to take in more money than what Tim Geithner at Treasury is signing checks for.
States could simply put federal funds into a trust in escrow and with Congressional support not release them, as they are paid, only for certain expenditures not involving Obama.
States may have to pay taxes, but it does not say in the Constitution as long as that money is paid and held in escrow it has to be spent. Congress can have issued these unfunded mandates, but nowhere does the Constitution say when repressive rates have enslaved Americans, that the continued overspending has to carried out.
Congress does hold the purse strings and one House or Senate could simply stop allowing Obama to sign rubber checks on his Marxist programs and only fund programs necessary at this juncture in Social Security and Defense.
Tyrant Obama has shown his hand too soon in arrogance as his entire Obama Papers have been implemented, but he has not counted on the numerous ways Americans will find as the Russians did, and the Chinese do to buck the Soviet and Chicom regimes.
