The CIA while it did develop the cancer weapon to assassinate Castro. They never did intend to send Oswald to Havana.
The reality is Lee Harvey Oswald provided intelligence which exposed an assassination attempt in Chicago against JFK. It was that information he leaked, which made him a target to be the patsy in Dallas over the events there in the German professional team based at Fort Hood by Operation Paperclip which took out JFK.
There were 3 failed previous attempts on Kennedy which included Florida, in a cast of Cubans, mafia and dupes, with another chorus in Dallas stumbling about, which instigated the professionals being activated to complete the mission.
Kennedy had been a dead man waking for four months, before he was terminated.
There actually were two Oswalds in Dallas. The Oswald most witnessed was Oswald 2. Oswald 2 was shadowing Lee Harvey Oswald and 2 shot Officer Tippet.
They were both on the same bus, and Oswald 2's orders were to murder a police officer, which would draw the police to Lee Harvey Oswald, who then would be terminated by the Dallas PD and silence him.
When that did not take place co associate Jack Ruby was dispatched to silence Oswald, ending the theater which was revealing too much to the public.
This operation was by design complicated to keep guilty Americans pointing fingers at each other and not at the Paperclip imports.
Oswald 2's identity was that of a German, who came in Operation Paperclip. His surname was Hans. He was much older than Oswald being in his late 30's.
He was flown out of America and back to Germany following the Dallas mission and died at age 74.
He lived on the east coast and worked for General Electric.
