I remember a fascinating PBS NOVA report decades old now, which focused on a cause and effect outbreak in the Soviet Union when an accident at a weaponized anthrax facility, caused an anthrax cloud to be deposited on a nearby village.
What was of interest was, this weaponized anthrax the Soviet Union possessed was remarkable in it distributed so well, but it produced a kill ratio.
By that kill ratio, it killed the weakest first in substantial die off. But then it began killing a week later, two weeks later, a third week, a month later as people naturally became more wore down from winter. The anthrax was in the lungs of these Russians, but only manifested when the human body had degraded to a point of being vulnerable. It was a perfect killing bioweapon of long term effect.

Read the quote closely in Kadlec states America's military does not have bioweapons program. It is a clever lie, because Richard Nixon shut this all down in the 1970's.
