I have no intelligence or sources on this, but I would not be one bit surprised if Russia and China have people who already accessed this entire infrastructure and planted some kind of devices in the bunkers. Any nation can have the best technology and defense, but if the command is cut off, control ends. A nation could have Star Wars and a million nukes, but if the chain of command is disrupted, then no orders are given and nukes are no better than bread rolls in your freezer awaiting to be baked, but no one is around to bake them.
As no one has every fought a nuclear war,, no one really knows the aspects of it, and can only judge it from other war standpoints.
With nuclear war, the first half hour is critical in first strike and counter launch. Everyone has been plotting this for over a generation, so the reality is if Russia could delay American response by an hour or a day, then that would be a tactical superiority.
Look at the history of 9 11, when the Air Force went rabbit with President George W. Bush, and out of Nebraska he flew. It told the world from Florida, to Louisiana to Nebraska was the flight path. Do you really think Russia in knowing any leader is going to move to Offut, that they are not going to station a team to deal with that end course?

Would not you have said, "One defeats America by stopping their ability to launch. The United States is technology addicted and narcissistic in human control. Remove the command factor on level 2 and there will not be any launching of nuclear responses, as the order will never be given".
That is where the Russians would concentrate major resources to protect Mother Russia
In closing this examination, observe the American psychology to Nuclear War and the Russian psychology. America expects it's political leadership to die, and hands power over to a military officer to launch nuclear attacks. That is called Looking Glass.
