One can visit any battlefield in France or Japan, and find people who had maggots crawling all over them, flies in shit landing on their food, living in mud and cold, and they did not die. Every community in the United States has an emergency management, law enforcement and fire department. Every community has a water utility and electric utility. That means they have generators, public emergency shelters and medical care. Those systems will be functioning as they do in any disaster. Granted if you are a Darwin in some metro dictatorship shit hole like Los Angeles or New York, you probably will not survive. Yet you got to figure that those are big areas and numbers of them in their suburbs will indeed be functioning. Probably safer really because radiation will scare people to behave.
There will be enough people who will figure out how to tear down generators or build them, weld up boilers and start producing electricity on a local level. Not everyone has shit for brains.
