This is a graduated operation by Kim and he has fully understood that if America responds with force, he will unleash conventional weapons which are too numerous to be dealt with and that Obama will be blamed for attacking North Korea in all the bullying Obama did, and is why the Pentagon told Obama to shut up in threatening Kim with all the military repositioning.
I do not know if Kim is dead on his feet already from some Obama germ, but the context of this information fits what the Kim family has acted upon in grandiose acts, that involve some dead bodies, but not anything that pushes the triggers in the Pentagon.
