It was a light which floated and disappeared. This was not a typical spirit orb as those involved in the metaphysical define them and most have witnessed in photos, but this is more like the fiery bush which Moses saw in the wilderness which was the Spirit of the Lord.
Upon inquiry from a scientific study of these phenomena, as this was the bridge named after George Washington, it would stand to reason this was a manifestation of the presence of the former President. Inquiry points to this was the thoughts or presence of several founders.

This is not anything unknown, in places of trauma often are termed haunted, but this is not to say the souls of the dead are there, but a sort of psychic scarring takes place which, like at Hiroshima the bright light there left shadows on the wall in silhouettes of objects. A like release of energy in the matrix in this physical side leaves a time loop of that event which continues to play over and over again, due to the trauma of the events there experienced by so many souls in a sort of primal scream.

This would seem to fit the above photo, as it is uneven, like fireworks event in energy release. Of course everything means something, like the sun in the sky means a chain reaction in a fuel exchange. It is the question of why now. It is as if visitations of Joan of Arc with her lights and voices in France, in the question then of why then.
Those questions are not for speculation when the matrix would of course know the reason for the above manifestation. In actuality, the above is a type of theory composed by Harlan Ellison, who wrote the episode of The City on the Edge of Forever for Star Trek the original series.
In that episode, Bones goes insane, and jumps through a time portal or guardian, and changes history to where it is wiped clean of the Enterprise. Spock and Kirk go through the same portal to try and repair the damage of whatever Bones did. In this exchange, Harlan Ellison explains the theory of time in how currents draw people to events, in greater energy, so the events manifest.

The above is cross dimensional photo of what is not seen on the other side in the matrix, manifesting in energy in the physical side, by the Founders. In another Star Trek episode Spock defines a like manifestation caused by a cross dimension machine a rip in the universe. This is not a rip, but would be akin to a cloud of the above, touching the seen of the earth below and lightning charge releasing, like a volcano having a plume above from the energies hidden beneath in the magma.
Small scale manifestations have been captured by "ghost hunters" but never anything this large for this long has been recorded.
The natural world, the spiritual world are always revealing things of coming events. It stands to reason that hundreds of furious people stranded in cars with that toxic energy surge, opened the door to the matrix for this manifestation to appear, and it had to do with a future event of energy being released which the matrix would be aware of, as it has been quite displaced for over a decade.
It all though more just bobbers in the sea, events set in motion by the waves, and in the matter of time, the message in the bottle reaches the opposite shore.
