There are two foundations to this, and they are IMPLIED POWERS and GOOD BEHAVIOUR. Congress is allowed to interpret and expand the Constitution. That includes the size of the court, which is a diversion in this, a court packing is not what Bidencon wants, as he already stated this would come back to bite him.

As it stands, one can only assume that good behavior and life are synonymous, and assumption is anathema to textualist philosophy.
Good Beahavior, does not limit how long the Justices serve as in term limits, which Congress can not do. Congress has already packed and unpacked the courts. Congress though will imply that Good Beahavior means CONGRESSIONAL REVIEW. The President is reviewed by the voters, Congress is reviewed by the voters, so the Courts should be reviewed by Congressional oversight in a timely manner.
How much do you want to bet that every Justice in the courts will be reviewed by Congress in the magical number of years, from before Obama took office.
Can we name Stephen Breyer, John Roberts, Clarence Thomas Samuel Alito as four Justices who will be immediately subject to Congressional Review, and if they do not receive a de voto fiducia or vote of confidence in a simple majority, of 51 votes in the Senate, their appointment will expire.

Joe Biden told you he is going to go well beyond court packing. Sure they can impeach, but that is a great deal of attention.
