This is a trained force which is equipped and designed to be rotated, deployed or expanded into war or security operations. One needs troops to manage regions which are to be Russian and to guard against terrorism and attack.
What is of interest is the leader of Russian defense issued his own statement on what is taking place, and the progression of this is again nuclear war.
Following Putin's address, Russia's minister of defense Sergei Shoigu also delivered a nationwide TV address, in which he said that the battlefield conditions in Ukraine as "difficult."
"We are not fighting with Ukraine, but with the collective west " he said, noting mobilization will be gradual, not one-time. He also added more nuclear threats: "All types of arms, including the nuclear triad, are fulfilling their tasks."

Глава государства подписал Указ «Об объявлении частичной мобилизации в Российской Федерации».
В соответствии с федеральными законами от 31 мая 1996 г. № 61-ФЗ «Об обороне», от 26 февраля 1997 г. № 31-ФЗ «О мобилизационной подготовке и мобилизации в Российской Федерации» и от 28 марта 1998 г. № 53-ФЗ «О воинской обязанности и военной службе» постановляю:
1. Объявить с 21 сентября 2022 г. в Российской Федерации частичную мобилизацию.
2. Осуществить призыв граждан Российской Федерации на военную службу по мобилизации в Вооруженные Силы Российской Федерации. Граждане Российской Федерации, призванные на военную службу по мобилизации, имеют статус военнослужащих, проходящих военную службу в Вооруженных Силах Российской Федерации по контракту.
3. Установить, что уровень денежного содержания граждан Российской Федерации, призванных на военную службу по мобилизации в Вооруженные Силы Российской Федерации, соответствует уровню денежного содержания военнослужащих, проходящих военную службу в Вооруженных Силах Российской Федерации по контракту.
4. Контракты о прохождении военной службы, заключенные военнослужащими, продолжают свое действие до окончания периода частичной мобилизации, за исключением случаев увольнения военнослужащих с военной службы по основаниям, установленным настоящим Указом.
5. Установить в период частичной мобилизации следующие основания увольнения с военной службы военнослужащих, проходящих военную службу по контракту, а также граждан Российской Федерации, призванных на военную службу по мобилизации в Вооруженные Силы Российской Федерации:
а) по возрасту – по достижении ими предельного возраста пребывания на военной службе;
б) по состоянию здоровья – в связи с признанием их военно-врачебной комиссией не годными к военной службе, за исключением военнослужащих, изъявивших желание продолжить военную службу на воинских должностях, которые могут замещаться указанными военнослужащими;
в) в связи с вступлением в законную силу приговора суда о назначении наказания в виде лишения свободы.
6. Правительству Российской Федерации:
а) осуществлять финансирование мероприятий по проведению частичной мобилизации;
б) принять необходимые меры для удовлетворения потребностей Вооруженных Сил Российской Федерации, других войск, воинских формирований и органов в период частичной мобилизации.
8. Высшим должностным лицам субъектов Российской Федерации обеспечить призыв граждан на военную службу по мобилизации в Вооруженные Силы Российской Федерации в количестве и в сроки, которые определяются Министерством обороны Российской Федерации для каждого субъекта Российской Федерации.
9. Предоставить гражданам Российской Федерации, работающим в организациях оборонно-промышленного комплекса, право на отсрочку от призыва на военную службу по мобилизации (на период работы в этих организациях). Категории граждан Российской Федерации, которым предоставляется право на отсрочку, и порядок его предоставления определяются Правительством Российской Федерации.
10. Настоящий Указ вступает в силу со дня его официального опубликования.

This is not an escalation. This is what the Russian government stated would take place in the next phase. NATO brought this about in their worthless sneak attack in the Kharkov region which only slaughtered more Slavic Ukraines. Russia with this mobiliztion is preparing and sending a message to NATO and their henchmen in Kiev in the Jew Zellinskyy that if NATO escalates in another sneak attack against Russians in Ukraine, then the full force of this is going to be engaged in, meaning Odessa will be occupied to ensure grain shipments go to poor people in Africa and not rich Europeans.
So you understand this. It does not make any difference what the Balkanizers of NATO judge what Russia is doing. What matters in this is the People of Donbass are going to vote to be a part of Russia. That means from September 23rd onward, that any shelling in Donbass is directly against Russia. That means that any people who die in Donbass are not Ukrainians but Russians. That means that his large force being called up, in addition to the mainline troops on the Finish border and the conscripts in Ukraine are an effective combat division, which is trained and will perform, not against the Nazis of Ukraine but against NATO.
This is simply one more red line that the cartel desired Russia to check off. Russia is now basically a wartime economy, meaning the Governors are picking and choosing how people serve, and who is important to Motherland production and who is able to be deployed on the Russian Front.

It may move one more step in declaring war on Kiev. All options though are now on the table.. So this is understood, Russia is responding to American NATO aggression designed to force a Russian response. This is bully politics blaming Russians. That needs to be recorded for history as we are all in this chute and the gate is open. The cartel has designed this that soon the United States will not be a strategic value to Europe, in this is why Germany is rearming in this next period. The aggression against Russia will continue then and Russia will be more prone to deploy their forces in a knock out against NATO.
