The BBC MI6 translation was fixated on the weather in how it effects a nuclear detonation energy transfer. The Russians have their own versions of HAARP and weather modification which they would indeed apply to the battlefield or a first strike. satan knows that HAARP is hammering half the United States with storms and that kind of weather pattern if struck correctly would do amplified damage to the cities and bases, meaning it would be possible to introduce Cobalt type weapons in hydrogen bombs to these targets, have them detonate on ground, have the ground absorb energy, and yet the atmosphere amplify it in a zero sum gain or loss, with the added disaster by HAARP super storms of carrying millions of yards of radioactive debris over large multiple state areas. In nuclear warfare, the radiation element is what kills for weeks, months and years, and that is the factor of what warfare is with nuclear weapons, not the initial first strikes and ground zeroes. You win the war by killing with radiation after the bombs have stopped being exchanged for months.
There was another learning curve for the Russians, provided by Ukraine. In this their strategic bombers have been enhanced and are adjusting to multiple target deliveries with massive firepower in conventional weapons. This is the platform of the tactical nuclear weapons in this evolution. The Russians are learning precision targeting on a massive scale and when connected to terrain and the weather, they have the ability to turn their mainstay of 800 kiloton warhead into something in the 6 megaton range, all due to terrain and weather.
