It is a bureaucracy which represents the same continental cowards who if they do not have a strong man to force them to war, they will gladly hand themselves over to slavery and rape, as Europeans have an affinity for pretending they are in charge behind the bars.

Xi's solution is Europe isolated, with Russia intimidating from the Volga, China dominating the Pacific and America imprisoned behind ocean walls in a broken up nation of factions and invasion.
That is a win for China in a diplomatic consumption of the West, as it hides behind Russian strength which is ebbing as fast as China's.
All were part of this Great Game, installed leaders by the cartel to play out this exact scenario.
