As a matter of governmental function in not putting things into writing, Presient Abraham Lincoln would send out a card to say General McClellan which read:
Will you please see paymaster Whitney for a moment.
Whitney and others who were trusted confidants of Mr. Lincoln, and WHO COULD RELAY WORD FOR WORD WHAT THE PRESIDENT WAS SAYING without altering it, could therefore direct sensitive policy, which would only be known by 3 people as there was not a hard trail for anyone to come across.
I have no idea as I type this in September on the 11th what the world is like, but someone in Mr. Lincoln's position would be astute to use this same type of verbal communication. I will not go into detail in this of how this would work as I was never paid for writing the original time line which put someone into power.
