Instead, he put them into the Spanish army, shipped them off to Africa, where they got their brains boiled out and wore down. When they returned, marching in riots and protesting was the last thing they wanted any part of.
This is a penal option of the President as much as an option to make loyalists out of those who like most will choose loyalty to their own self interests.
