A nuclear bomb deters the use of other bombs and larger warfare actions, because of the inherent scorched earth and bloody shit in humans which it unleashes.
Nuclear bombs are a reasoning that unconditional surrender will never be accepted by the holder of such a weapon. Russia is playing that card enough to educate the public. When Russia says it will use nukes if it is losing a war, that means Russia would be forced to Frank Roosevelt unconditional surrender which the Germans were raped by in two world wars. A nuclear response is the safeguard of a nation that it will still prevent occupation, sanctions, confiscation and it's leaders hung.
