Why that matters is part of the treaty involves that Russia parks it's nuclear bombers in designated sites which it informs America of, so American satellites can keep track of them, to prevent any loading of nuclear bombs on the Russian bombers. America has the same protocols so with Russian satellites the American bombers are visible to Russia for monitoring.

The sooner that Ukraine is partitioned to former nations who had their lands stolen from them to make Ukraine, the sooner Zellinskyy is indicted, the sooner Berlin gets leadership for peace, the sooner all of this will stop.
