Afghanistan is a mass of tribal groups. President Karzai is of the Pashtuni group who just happens to be the main group of rather seditious thugs who are giving Pakistan the problems it has in harboring Taliban and al Qaeda remnants.
US policy via the main military doctrine wing has been involved in paying in bribes great sums of cash to Muslims in the region. It solved the major problems in Iraq in Suni and Sadr City. It is starting to make inroads into the Pashtun theater in asking those native peoples just what America can do to get along with them.

In assessing the policies of the Near East, I have complained with disgust in sending in Special Forces to take on al Qaeda or Pashtun fighters "as policy statements" as it gets our boys chewed up.
America has thermobaric bombs meant for that purpose and they should be utilized with full effect in a hammer and anvil operation, meaning use fire to flush the terrorists to previous picked areas which are most accessible for that type of firepower and then wicking the life out of everyone there, ending the problem.
I have noted Afghanistan and Pakistan, both have finite access roads. Control the rugged passes and you control all. The Soviet's almost wiped out the muhajadeen until Reagan dumped a load of stingers which swatted their helo's and fighter jets out of the sky making the passes useful again.
America has the technology to mop up this operation the British sexed the poodle on in almost loosing Afghanistan while America managed Iraq as a kill zone. It can be done with the numbers of Soldiers already there, electronic surveillance, 50 caliber terrorist swatters and predators.
A load of cash to give the locals something to do other than grow poppy or fire guns off at Americans and the operation concludes with no great glory, but it settles.
That is not what Holbrooke and Afghanistan are about though in this most dangerous of fat old man culprits deliberately stoking Afghanistan into a destabilized government, which means huge long term problems for American Soldiers.
I have concluded here that Afghanistan is about Iran is about Pakistan is about the crippling of China in a nuclear dust cloud from that region would serve that purpose.
The Chinese population went crazy with fear this past week in Chinese military maneuvers taking place. They immediately rumored it was about a coming earthquake and all went chaos.
The Chicoms have a precarious situation and the last major earthquake last year caused huge problems for them in shutting down an entire province which is akin to shutting down the United States in population.

This is thee issue the Republicans and if there are any foreign policy Democrats who care for America should be raising hell about in Congress. They should be demanding Holbrooke be recalled and fired.
No it would not stop the mischief Obama is staging, but it would as is my concern keep American Soldiers safe.
If one desires peace, one does not go into a Muslim nation humiliating a weak President. That is the clearest sign of war is coming not in surge, but in a "new order".
