Did slavery stop under the Founders? No. The ideal of stopping slavery did though begin with the Founders stopping it's SPREAD. The idea of counting blacks as 3/5ths was another measure in not allowing the slave States to gain a super majority in Congress, but it also allowed personhood status to be afforded to blacks which became a Truth that slave owners could not divide from.
