As this hysteria flows through crowd, you make certain that a rumor follows that Khadaffi is coming to their little enclave to make them all into jackal bait.
Of course in Tripoli there is some new rumor that the revolution has safe control of Benghazi or some other revolting location. Do this a dozen times, provide transportation, and the next thing you know, you have silly communists fleeing your cities for easy control, and going to a central location to surround and enlist whatever kind of Obama measures Obama and Eric Holder did on them Mooselums awhile back.
