Sure there are born sociopaths and psychopaths. There are also children on the edge who get the wrong knock in the skull or the wrong dope who go psycho, but most are just created that way in being hurt while minding their own business and then resort to start punishing themselves or others to make the tearing hearts inside be strangled in the screams.
There is always the created Ted Bundy who keeps gnawing on things in chameleon form fooling the women until they are on the asphalt not realizing it is too late, but in most cases it is Obama subtle.
You know the Insider subtle who gets into the game thinking they have some political answers, or go military for patriotic reasons or go business as that is America, but the day always comes when that soul gets sold and they become Faust, and in time they have to start that catharsis of confession before the people they have murdered that American Dream for, just so they do not suck on a shotgun some night after a jug of cognac.

Soon in the menagerie you start finding out you are having discussions as you look out your window at the livestock of people, having no more thought of them than you would trading a car......in fact you have more thoughts about a car trade as that is personal, and these people are just witless folk, who need things decided for them, as you are apart of the decision making process now, and well they just need to have their lives decided as your thoughts are so much higher than their's.
Oh it might be that time you knew of the order to murder some competitor in a far off land, or it might have been you looking down the rifle barrel, but it all starts slow in the loop, and once in the loop, you just no longer ponder the realities that bad people are dead and that shifted to good people are dead, and you do nothing about it, as it just none of your concern as it is all part of the programme.
It might be a dead president with brains sprayed on his pretty wife. It might be some militia nuts lives ruined as they rot in prison. It might be some political operative dead from having their career ruined by you and in hopelessness cancer sets in and kills them, but it is always someone else in the room you can justify it was not you really doing it, as that is the way it always is.......it is just making those powerful decisions and then it was just those decisions must have been made by someone else higher up as you were just serving the cause.
