Now that all of this unity stuff is taking a knee in Puerto Rico with some Latin Lingo named blonde Mayor trashing Donald Trump, the Lame Cherry would simply add the Truth.
FEMA as in Houston with Harvey, and in Florida with Irma, prepositioned supplies as was done in Puerto Rico.
Unlike those states, the Commonwealth of Puerto Rico has had a very large influx of United States Soldiers involved. This is a military operation there, because Puerto Rico is not managed like American States run by Republicans.
The US Navy was engaged in the first wave of relief and the United State Army has been deployed in the second stage.
I will not use the term devastated or such things, because what took place is Puerto Rico using less than quality materials had them broken by the hurricane. This is why hurricanes do so much damage in southern American States, because they do not build power lines and other things to withstand violent winds.
To the point, North Dakota if it used the same types of material in that State, it would be without lights 20 times a year, because those states from Montana to Kansas have storms of 100 plus mile per hour winds in winter and summer storms with ice.
It simply is a point, that some areas plan by not using cheap materials. It is why trees are uprooted and shattered in Southern storms so often, because in the North those trees are hammered a dozen times a year, plus in winter those trees do not have leaves to catch wind. Puerto Rico has too lush of growth.
With that understood, Puerto Rico has downed power lines, debris on the roads, and this is what the US Army is dealing with, as it fans out to get supplies to people. Why the local people do not have any ability it an answer for the commonwealth, not Washington DC.
I will utilize another situation in the United States in the year Katrina hit New Orleans. An even larger storm pasted the State of South Dakota. It had hurricane winds, two inches of ice, hundreds of miles of powerlines snapped and hundreds of power poles shattered, in several feet of snow, and 20 below weather.
There was NOT ONE deployment of the military or any FEMA people involved. The only appearance of FEMA was a Clinton appointee flying over the state.
This was Rural Electric Cooperatives, who work in this region together, and utility men from Minnesota, North Dakota and Nebraska appeared, and in 7 days, the power was restored. No one died and people coped the best they could.
North Dakota had a like storm this past winter with the same action taken, in the People had to save themselves as Washington was not around, as no one gives a damn about cowchippers who vote Republican.
The lesson in this always is, to not get yourself into trouble when a storm hits, and never think the government is going to save you, because it will not. It is up to your local citizens to have emergency relief. Most American States have county and city emergency response teams who coordinate then with State, and the State then goes to the Federal.
I have personal story in this, in our local board had real democratic turds on it just taking a check. I complained in a massive snowing winter that nothing was being done to open the roads. All we got was there was no money. Mom that year called the next county over to the emergency leader while I started harping to our county supervisor, and the amazing thing happened is the roads got opened and the dickhead who smarted off to me, was out there standing in the snow monitoring it.
Things are not always fast as everyone needs help. In the winter stated above, it took us 6 weeks, which started with my harping to get things opened up again. People were furious and tempers flared, but it had nothing to do with Washington DC.
What Puerto Rico exposes is elected leaders not planning, but preening. Your local people are elected and appointed to do a job, 24 hours a day, and to get things in place and moving, and organized for an emergency or a long haul. It is why I do expose the failures of Donald Trump in national preparation against something as nuclear war or a meteor, as America should be like Russia in most people having a disaster shelter and it stocked with some food and water. That solves 90% of the problems and casualties in major events.
Everyone is supposed to from EMT, Fire Department, Sheriff and Police, with Road and Power companies to work together. That takes care of most emergencies, but in an earthquake or flood, then it moves to appeals to the State, where your National Guard is supposed to deploy as the process expands.
I know there is an Army General supervising personally in Puerto Rico, who has had like four tours in Iraq. He understands logistics and disaster situations. It does take time though and it does require people and companies who are not sitting on their asses bitching, meaning if you have a power company which used substandard power poles and power lines, they probably are the same company which hires worthless people who will not work round the clock.

I have a personal challenge to Senor Trump, el presidente. Appoint me as Bey, Military Governor or Puerto Rico, with full martial power to hang and dictate, and I will turn Puerto Rico into a trillion dollar enterprise in 5 years.
This time I will not post here the fixes, as I am through casting the pearls here before the Kushner swine who take my ideas and present them as their own. I can turn Puerto Rico into more than a latin money swindling shell game.
Until then, Puerto Rico is what you get when you put swindlers in charge of a bunch of lazy darkies who vote for Hillary Clinton and wear Obama face paint to look white.
