In any aggression with China, Russia and Iran, the United States must from this point on, as policy on it's waters and territories, initiate a first strike neutron warhead blanket on itself in areas invaded or under the control of an enemy.
This is not striking China, Russia or Iranian lands, but it is the legal right to strike the United States with it's own weapons.
The term for this is BROKEN ARROW, in bombing your own location when overrun with the enemy.
