Ukraine has numbers of US military bioweapon's labs operation, as does Georgia, all on the Russian border.
Ukraine has for the past decade experienced strange outbreaks of contagions and plagues, some unknown to the world, but all located where the US bioweapons labs are operating.
The short of this is simple. It appears that DARPA and the DOD embarked on a Plague Program, on the Russian border, with the full intention of using Ukrainians as the human carriers, to spread this to the Russians. Such a successful two legged carrier outbreak would then destabilize Russia and complete the coup which has been ongoing for years.

It would deduce that these Ukrainians and foreigners, placed in 10 day quarantine when it was known the incubation period was longer, were carriers and part of the DARPA monitoring program.
