These can be competitors to the cartel as there is a vast amount of money in this group. It is why Obama made it illegal for Americans to have money offshore in secret and it is why Donald the deserter Trump made the tax schedule so that people would bring money back into the United States. It is about control of the Dollar, to control the population at large.
