The Executive collects the taxes.
Congress then in check to that appropriates the money to be spent "on the public welfare".
The money then must be signed off on by the US Treasury which is the Executive in order for it to pay the bills.
This is the checks and balances at work, so the President can not take money from America and spend it as he sees fit to bribe who he wants to stay in power as Obama did. The Congress can not whore itself out to corporations which elect those trolls by directing money as the Nazi's did to government sanctioned kickbacks as Obama did in the green program farce......as is done now on these Goddamn Bush Obama wars.

This power is not mentioned in the Constitution but has been employed by presidents since Thomas Jefferson. Congress enacted limits on the practice 50 years ago.
Now, Trump intends to challenge the Impoundment Control Act of 1974 (ICA), which he believes is unconstitutional.
“I will use the president’s long-recognized Impoundment Power to squeeze the bloated federal bureaucracy for massive savings,” Trump said when announcing his plan in June 2023.
Others say the ICA was needed to prevent the misuse of impoundment to alter congressional spending priorities, not merely eliminate waste.
Expanded use of impoundment power seems certain to be challenged in court.
Yes it is the fancy word of impoundment, but the real explanation is to not sign the checks. No where does Congress have the right to force money to be spent on things the Executive does not want that money spent on. As an example, Congress could confiscate all the dirt in America to fill up the Bearing Sea for a land bridge to Russia. The Executive has a responsibility to not provide the people or the money to fulfill something nuts like this.........or Mr. Trump has the responsibility to stop funding that Goddamn HAARP weather terrorism via the Air Force which almost cost him the Carolinas and the election. The President has the responsibility to stop all this abuse of the people that is his Oath of Office.
Not going to argue this as Bunghole Roberts will have to have his bung plug videos hinted at for him to vote with the President like the other Black Robes to uphold the Constitution. The thing is even if the Supreme Court sided with the Congressional tyrants, Donald Trump was invested to hold all the guns, so that like Abraham Lincoln, he could ignore the Courts in time of great problems and he could just spend money that Congress had never authorized, because that is why the Courts and Congress were never given police or military state backing to keep them in check.
I give all credit to God on this and am always thankful when the information Inspired here, appears and changes the national and international conversation. When one ponders the decades I have been at this job working for God, the way this private conversation blog has changed an entire programmed nation of minds with a few strung together ideas and phrases, it is miraculous. That comes from God.
It is serving the People in overcoming in Christ the worst principalities and powers with almost unlimited resources.

PS: Mr. President Elect, if you get too much chit. Put the money into escrow which is holding the money Congress spent, and stating there must be an audit first to make certain the money has been previously spent as it should and will be spent in the future as it was requisitioned.
The Courts can not force the money to be spent in an irresponsible way. Donald Trump will grow his 3rd set of teeth before that money ever comes out of escrow.
