The Settlements were the existing United States of that period, meaning America.
What thee foremost historian of America wrote was the reality in Mormons are deluded and without reason in blaming Americans for their problems which could also be thought of as a curse from God and not a blessing in all these hazards which came upon them in their false religion, which they went to war with America over in Utah.
Oh and the Oregon Trail, Mr. Parkman related there was real concern and requests for the Army under Gen. Kearney to be called out as the Americans on the frontier were terrified there was going to be a war with these armed Mormons moving about in hordes.
