Why is every law enforcement officer always posing as a Psycho?

When this blog was researching the murder of LaVoy Finicum by the FBI's Special Agent, Gregory Bretzing, a fact came up which was puzzling, and that fact is, the Obama regime purchased 1.6 billion rounds of 40 Smith and Wesson pistol ammo, along with rifle ammo, as the regime police state has it's own shooting facility in Georgia, where they burn up 17 million rounds a year just practicing, or they shoot up enough ammo to kill everyone in Texas or California.
The rest of the 1.6 billion rounds of ammunition would be purchased by Immigration and Customs Enforcement, the federal government's second largest criminal investigative agency.
ICE's ammunition requests in the last year included:
_450 million rounds of .40-caliber duty ammunition
_40 million rounds of rifle ammunition a year for as many as five years, for a total bullet-buy of 200 million rounds
_176,000 rifle rounds on a separate contract
_25,000 blank rounds
The Homeland Security ammo buy is not the first time the government's bullets purchases have sparked concerns on the Internet. The same thing happened last year when the Social Security Administration posted a notice that it was buying 174,000 hollow point bullets.
The reality is though, the regime and local regimes like the Oregon State Police who were also in on the murder of LaVoy Finicum, are all shooting that pre German Nazi round of 9 x 18 mm as this site records from June 2012 AD in the year our Lord.

In 1993, the more compact 9×19mm SIG-Sauer P228 was adopted. Agents with very small hands, especially women, could opt for the slimline 9×19mm SIG-Sauer P225. Since January 1998, all new agents are trained on the 10×21mm (.40 S&W) Glock 22 pistol, with the smaller 10×21mm (.40 S&W) Glock 23 for those who prefer it. The ultra-compact 10×21mm (.40 S&W) Glock 27 is authorised as concealed backup. Older agents continue to field their SIG-Sauer pistols, if they wish, and even new agents can switch to the 9×19mm guns if they qualify with them.
And as has been revealed, the FBI is switching to the 9 mm as no one in the agency will shoot the 40's.

So this returns to the reality of, if all the local cops are shooting 9's, and all the feds are not shooting 40's, then where are these 1.6 billion rounds of 40 Smith and Wesson going?
They certainly are not arming police or the feds as you can not shoot 9's in a 40. Furthermore, it would take even in practice, these feds 100 years to shoot up this Obama supply of ammo, even if they had guns for it..........so once again in this Lame Cherry exclusive, what in the hell was the Obama regime up to, in basically disarming law enforcement by buying the wrong ammo, and disarming the American public as this massive ammo purchase dried up domestic manufacture.
That is something which no one has bothered to ask or even write about, because unless the Lame Cherry is breaking the story, for them to plagiarize nothing gets reported or questioned, as none of these twatzikas owns a gun or shoots one.
