If the president wants to play Russian Roulette with the future of the country, then it is time to sit down at the negotiating table. The following concessions are the only way I will ever be okay with "legalizing" the illegals. There is a piece of the pie for everyone here-- the legals, the American citizens, small and large businesses in the traditional industries that illegals have helped to enrich (agricultural, service, etc), and post-high school education.
1) A new class of "legals" is created here. They will be legalized, but they will not attain the same status as legal immigrants-- and they, their descendants, and their immediate and extended families (up to the 10th cousin 4 times removed) forever give up their right to apply for full legal status and citizenship. It is unjust to punish those who came in the right way or to shove them to the back of the line making exceptions for the line-jumpers. This also nullifies the effects of chain migration.
1a) If they marry someone who is a legal immigrant or a full citizen, this does not negate the former. They are still "DACA legals" and their descendants still do not attain the right to become citizens. (The Founders' "two-citizen parent on US soil" definition of full citizenship for what "natural born" means will also be reinstated.)
2) A 10k total per year limit on ALL legal immigration is immediately imposed across the board starting on January 1st 2018, and now includes the hitherto uncapped programs at universities, government research, military, etc.
3) E-verify will be integrated as the national standard and used rigorously for both full time and part time employment, for full citizens and legal immigrants as well as "DACA legals".
4) A national database of the dead will be created and used in every national, state, and local election to ensure no identity theft and that illegal voters are not flipping elections.
5) If they do not accept "DACA legal" status and decide to self-deport, they immediately receive $20k and a fully-funded trip back to their original country, along with whoever of their family is still in the US. However, this decision disqualifies them from being able to either apply for a United States visa and come in legally or apply for "DACA legal" status ever again.
6) If they accept "DACA legal" status, the following conditions must be met to maintain this status (along with Point #1 above), and will immediately be revoked with no chance of reapplication if any of these conditions are violated:
6a) No gang affiliations or suspected gang affiliations for both them and their immediate family; criminal activity of any kind, including identity theft, fraud, domestic abuse, assault, terrorism, etc immediately disqualifies them and they are subject to immediate deportation.
6b) No form of federal or state government welfare is accessible to them, or to their immediate and extended family.
6c) They must at least complete a 2-year technical school degree or a 4-year bachelor's degree.
6d) For the tenure of their education and 10 years after they graduate, the only jobs they are allowed to hold (and must hold for 10 years without drawing on any unemployment or welfare benefits to stay in the country) are agricultural, construction work, landscaping, and service jobs. If they are dedicated to staying in the country that has provided them with so much, they are going to give back and prove they want to stay. Once their 10 years is up, they are free to pursue whatever career choice they desire.
6e) They cannot be out of the country for more than 1 month at a time consecutively or time totaling 1 month within the 365 day calendar year. If they desire to work or study abroad, they may do so once their 10 years of post-college work is complete.
6f) "DACA legals" will be fingerprinted, give a voluntary DNA sample, and receive an identity card similar to a driver's license that must be carried on or near their persons at all times. This identifier, which will match them with their earnings, taxes, education and job history, will also be entered into a database in the event of their disqualification from the DACA program to ensure there are no repeat attempts to infiltrate the United States once they are deported.
6g) In addition to the yearly federal and/or state income taxes they pay, a discretionary federal tax at 1% will be applied to their earnings to help fund border security, administrative costs, and other unforeseen expenses related to immigration.
7) This bill for "DACA legals", once passed, cannot be reviewed or changed in any way for 70 years without a supermajority vote in both houses of Congress.
These are the conditions I will accept. These are the ONLY conditions I will accept. Anything less will encourage continued invasion and the country will melt down even faster.
