Martin Luther invested a part of his Catechism he was Inspired to write to the administration of the Church and Congregation according to Christ's teachings. The Church is not a building but the Living Kingdom of Christians who are guided by the 10 Commandments in the Law and the Gospel of the Kingdom in the Mercy and Redemption of the Lord Jesus Christ in the workings of the Holy Ghost.
Matthew 28 is the Prime Directive of Christianity from Evangelism to the Communion of Saint as we sojourn here on earth.
Matthew 28
18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen.
The Lord directed that Peter who was then the leading disciple, the figurehead leadership of the Church. No this was not the Pope, as these were the Apostles. If one reads the works of St. Paul, he actually chastised Peter for acting one way outside of Jerusalem in the fledgling Christian Churches and another in Jerusalem. This is not a condemnation of Peter as he was always the example of the heart being willing and the will being weak, as it is for most Christians who are gung ho to jump out of the boat into the storm and then discovering they are not the Spiritual warrior they thought they were.
It is though the reality that from Peter to each of us, Christ has provided the Authority to loose the sentence of sin from others and to lock that sin onto the unrepentant to bring them to repentance.
The money preachers have expanded this to loosing and binding wealth, and that like all things is part of the Authority of Christ. Remember that this same Jesus cursed an unproductive fig tree that the disciples were stunned to find the next day dried up from the roots. This is the Keys in it's Authority as ALL THINGS have been placed under Christ's Authority and satan of this world has been cast away.
Matthew 16:19
And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.
It is a great power though to retain or remit sins of the saved and unsaved. This is not to state that anyone could lock the sins onto a Christian who is saved. Anyone trying to do that would be of the devil. The Keys are the Keys to Heaven, and in this, the reality of locking those out on earth who refuse to behave themselves is a disciplinary and martial reality. There must be a penalty for sin or sinners would degrade to worse sins.
What is the Office of the Keys?
It is the peculiar Church Power which Christ has given to His Church on earth to forgive the sins of penitent sinners, but to retain the sins of the impenitent as long as they do not repent.
Where is this written?
Thus write the Holy Evangelist John, chapter twentieth, The Lord breathed on His disciples and saith unto them, "Receive ye the Holy Ghost. Whosoever sins ye remit, they are remitted, they are remitted unto them. Whosoever sins ye retain, they are retained".
This Authority is not to popery or your black robe clergy alone who for the most part exhibit the Peter of this world in getting along than the Paul in laying down the Law. It is a matter as the Prophetess Deborah arising to leadership in the time of the Judges, as the High Priest was not accomplishing the job of leadership and the men were so feckless that a woman arose to expose their sloven nature.
For the record in this, a woman is not to be a Priest. It is for them a matter of humility and denial to accept God's Law and not reveal their true lust for power. It is about roles of men having to fulfill and women having to fulfill. It is about menstrual cycles and unclean and clean by example.
Outside the pulpit a woman can be Prophetess and has as much Authority in Christ to remit and retain sins. She is just as part of the Royal Priesthood as all are, but there can only be one High Priest. Women ministered to Christ's earthly mission more than men did. Women were at the cross with John, when all the men fled. Women were the first at the tomb for Resurrection. They did not do that from the pulpit and in those ways had greater Authority than the Apostles or the High Priest.
Acts 3:19It is a simple order from God, believe Jesus is the only Way to be redeemed to the Father in the forgiveness of sins, stop sinning, and you are saved. Being Right with God negates the Keys, because when you are washed of your sins, you are no longer a sinner to have sins remitted or retained.
Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord.
The reality is the Office of the Keys is temporal and will pass away after the return of Christ in His 1000 year reign.
There is an order in the Keys. If you have a disagreement with a Christian, then you go to them and settle it. If ti will not be settled, then it goes to a group of Christians to discern the situation, and if the dispute continues, then it is brought to the Church for the Keys, in a judgment will be made as the Church will not have hatred and upheaval in it.
Acts 16:31
Believe on the Lord Jesus Christ and thou shalt be saved.
It is a peculiar power of the Church. Your Christian living brings forth peace and goodness. It is administered by the Holy Ghost, and this entire Body of Saints is disciplined by the penalty of unrepentant sinners, being expunged from the Body of Christ.
Matthew 18
5 Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother.
16 But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.
17 And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican.
Our lives are to be of the Peace which passes all understanding in Christ. Christians are called to become a Spiritual Body, and eternal Body of God.
Matthew 3:8
Bring forth therefore fruits meet for repentance:
John 20

23 Whose soever sins ye remit, they are remitted unto them; and whose soever sins ye retain, they are retained.
The Gospel is the Light of the world by the Word of God. There can not be darkness in Light. There can not be chaos in peace.There can not be purity when there is sin.
I Peter 2:9
But ye are a chosen generation, a royal priesthood, an holy nation, a peculiar people; that ye should shew forth the praises of him who hath called you out of darkness into his marvellous light;
It has been said hate the sin and love the sinner. Love is not a carte blanche, a license, a pandering to a disease, which is what this end times Church suffers from in epidemic from the Jesuit intrusions, the police state bastardization of Doctrine, the abomination of sodomy, which are now all coming out of the pulpit in the worst apostasy until satan is sacrificed to in the 3rd Temple with pig's blood making it desolate.
Mark 16-15
And he said unto them, Go ye into all the world, and preach the gospel to every creature.
The Office of the Keys has been abused by it not being used against the workings of satan and it's spawn in the sullied and Spiritless churches across the West. Protestantism has been bastardized as sullied as the whoredom of Catholicism. The Office of the Keys is not for the Congregation alone, but for the Congregation to cast out the apostate clergy.
