Oswald served overseas in a non Russian theater of Korea. Whelan served in Iraq. Both were busy learning Russian, showing an obsession with the state, and after some interesting exit from the military, both ended up in Moscow to become an international problem for the two nations.
Whelan would set off FSB red flags all in what he was engaged in, from internet sites to trips to Moscow to his somehow founding a security firm for American corporations. That stinks to a Russian of CIA and that is the signature which would have Whelan monitored constantly.

This was not a game. No government is going to waste time on a kook collecting passports, but will instead prosecute them and in best resort, let the Russians put him in to a dungeon to handle the matter. This was a deliberate red flagging of Russian intelligence so they would go after Whelan.
In the American reaction in Sec. Mike Pompeo, who was with CIA, it appears the Americans have figured this out in this like Pissgate was coming out of London, and they are not going to get involved in a pissing contest with Moscow over an asset of London's MI6.
By all appearances, someone in MI6 created a Lee Harvey Oswald for whatever reason, using the American intelligence prototype for another deeper operation.
This was designed by London to cause more trouble for Donald Trump. Mr. President should leave this situation alone and not touch it as handing over the hot Russian conviction, will have him investigated for obstructing justice. The Russians have Theresa May's asset. Let them deal with it as America does not need any more ghosts of Lee Harvey Oswald.
