It seems odd, Watergate odd, but the Office of the General Counsel was what was utilized to gain fraudulent FISA warrants. The chain was simple in James Baker was the head as General Counsel and Kevin Clinesmith was one of the attorneys working there.
In this literally, Peter Strzok's investigation and the information flowing from Counter Intelligence, wound up in the General Counsel's Office, instead of what would seem to be instead information provided to the US Attorney's office, which would then file the necessary information for the FISA courts, as all of these cases were international and huge, and they were legally generating out of the "general" counsel's office, meaning including everything.

This is why Peter Strzok seduced her, as it provided him a direct link of influence into Andrew McCabe's office, and that information flowed to the willing James Comey. What took place was James Comey and Barack Hussein Obama had an understanding that certain things needed to be done in Trump and not done with Hillary Clinton. Comey would wait on the back channel operations coming from James Baker and Peter Strzok to flow into Lisa Page's office, and be helped along by her leaking to the press in confirmation stories, which would then be signed off on as legitimate by Comey for these federal investigations to be muted in Clinton's case in a cover up, or manufactured in Donald Trump's case.
Lisa Page and Peter Strzok, both "fixed" things. Page would provide legal direction to progress the framing of Trump and Strzok would rewrite notes of interviewers of General Michael Flynn to provide the correct spin to frame him to neutralize Donald Trump.

There is a sort of ringer in this, an odd man inside out, in Peter Strzok's boss, Bill Priestap. Priestap is like the retarded child, who believes Obama is Natural Born. Priestap was in the loop, and out of the loop, as Strzok did end runs around him. Priestap lied through his teeth to the Senate Intelligence Committee hearing in the cover up about the fake dossier, but what else was this stooge going to do.
If Priestap had told the Truth, Obama and the media would have crucified him, he would have become the prime target of the Jew Andrew Wiessman for Robert protector of America Mueller's investigation, and been destroyed. James Comey was aware of what was required, and information began flowing in from Bush fam and Hillary Clinton, via Theresa May's MI6 and intelligence stooges for the Bush fam and Hillary Clinton in Stephen Halper, feeding it to John McCain, these bogus MI6 Christopher Steele dossiers, appeared with Peter Strzok at Counter Intelligence, flowed to Lisa Page into McCabe's office, was signed off on by James Comey, kicked back over to the James Baker at the General Counsel's Office in Kevin Clinesmith who manufactured evidence, which kicked the Justice FISA system into motion, which gave legal authority to Peter Strzok to frame and destroy people for the original trio of Barack Hussein Obama - Susan Rice and John Brennan.
