This took place when the vote counting was "stopped" but never did for Biden.
The person at the center of this is Arturo D'Elia. When Americans had gone home and were told the counting had stopped, D'Elia received a phone call to enter the computer area of Italian defense contractor giant, Leonardo (8th largest contractor in the world) to run a program on a drill.
D'Elia suspected nothing, as it was his job, but soon enough witnessed that the program he had just uploaded to the Leonardo systems, was uplinking in this drill, to the United States by satellite, and it was processing Dominion votes, sending them to Germany, and then back to the United States, in taking votes from Donald Trump and giving them to election thief Joe Biden.
The Trump landslide had broken the algorithm so it was obvious what was taking place. D'Elia's troubled thoughts were once he concluded what was taking place was, "Why are we meddling in the United States elections?"
The details of this operation were that the Leonardo computer systems in Pescara, Italy, were linked to military satellites as the hacking platform. The trojan or key which D'Elia was ordered to upload, immediately hacked into the central hubs were the Dominion votes were being uploaded to. Instead of Dominion systems, this was then transferred to hide the vote flipping back into Spain with Scytl, where a ghost server at a CIA complex in Frankfurt Germany, was backloading vote tallies into the United States hubs, which were processing the totals, and the program and satellite lag produced the odd vote spikes and votes going down for the President.
What D'Elia provides in detail is that the orders from this operation, were CIA generated and came directly from the US Embassy in Italy. The order for stealing the election from President Trump came from the US State Department. A wonderful revelation considering that Sec. of State Mike Pompeo was reported in the press to be discussing with Russian Jew, Sec of Treasury Steve Mnuchin in invoking the 25th Amendment to remove the President. None of which would have been discussed if Pompeo had kept an eye on the CIA he headed and was aware of his Department of State was running a coup for Joe Biden against thee American People.
