Adolf Hitler assumed the power of supreme leader and from that position downward each office mirrored the German Government. It was a government of the Socialists created to plug immediately into power when it came into power.
In this the Nazi's comprehended that they could not engage in activities which would activate the military. Instead the Nazi's understood that in order to obtain power they had to accomplish it through political votes and leverage. Their greatest asset was Hermann Goering who was the leader of the German Congress. His power there, allowed for the seizing of power structures in order to protect the Nazi inroads and once Adolf Hitler was leader in the government, allowed Goering to create his own super police state, displacing the law enforcement already established.
Once these structures were in place, then the affording of Adolf Hitler dictatorial powers to root out, even his own SA (brown shirt security forces) for the SS (black shirts) in order to appease the German military swept the Nazi's into an absolute power to eradicate all their powerful enemies.
The Lame Cherry places this into the public knowledge as the structure which is necessary to rule in challenging a dictatorship.
